It began as a grassroots government entity that contracted with nine agencies, including Waller County EMS and several volunteer fire departments, to protect a sprawling rural-to-suburban region on the northwest edge of the Houston metro.
The district covers approximately 600 square miles spanning Waller and Harris counties, delivering both fire protection and emergency medical services.
