Under the general direction of the Assistant Fire Chief, serves as a mid-level supervisor/manager, managing and performing emergency and non-emergency duties including, but not limited to: fire command, fire suppression, emergency medical services, training, safety, maintaining discipline and enhancing morale through leadership by example. Other responsibilities may include observation and direction of training and safety programs, facility and vehicle management, record keeping, and specific duties commensurate with the battalion assignment. Has supervisory independence for managing the day-to-day responsibilities of the position. Works closely and coordinates with other division managers in the accomplishment of Department goals and objectives.
Responds to emergency incidents as a command officer. Determines appropriate action and response to incidents and directs operation to assure the safe, efficient, and effective development of personnel, equipment, and resources. ## Representative Essential Duties and Responsibilities (Note – This list is intended only to illustrate the various types of work that may be performed. Respond to fire incidents, mass casualty incidents, natural disasters and other emergency incidents, serving as an active member of the incident management system (IMS) up to and including serving as the incident commander, to effectively mitigate the incident.
Monitor and ensure delivery of training programs for subordinate personnel and participate in training activities.
Be responsible for thorough and accurate report documentation of all assigned tasks and/or incidents.
Provide coaching, counseling, training, and performance appraisals for subordinate personnel.
Maintain discipline of subordinate personnel as authorized by the department. The Battalion Chief may issue oral admonishments and may make recommendations to the Fire Chief for other appropriate disciplinary measures.
Develop annual budget proposals related to assigned areas of responsibility and make recommendations for applicable purchases.
Maintain necessary and accurate records and incident reports.
Communicate with a culturally diverse community in a tactful and effective manner.
Attend staff meetings as required to discuss policies, rules, regulations, budget items, and personnel problems, including discipline matters.
Schedule and assign overtime.
Evaluate shift effectiveness and make appropriate recommendations.
Manage personnel assignments and resources.
Conduct inspections of station equipment, apparatus and facilities to ensure safety and cleanliness, overseeing their maintenance and repair, ensuring that all emergency pumping equipment, tools and apparatus are in service ready condition.
Maintain physical condition through participation in physical fitness activities

**KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:** Requires thorough knowledge of modern firefighting and rescue principles, practices, techniques, and procedures, including the operation and maintenance requirements of various types of fire apparatus and equipment, and safety procedures.
Geography of the City including streets, principal buildings, and resources available to plan incident responses.
Response guides, pre-fire plans, incident management system, and other assigned resource material.
Department and City policies, rules, and regulations; and controlling laws and ordinances pertaining to firefighter training, skill development, accreditation, testing, and evaluation.
Personal computer software, including word-processing, databases, and other applicable software.
Requires knowledge of principles, practices and procedures of fire prevention, fire administration, training and emergency medical services.
Correct communication and writing usage including grammar, spelling, punctuation, and vocabulary.
Current personnel administration, labor–management and supervisory practices and techniques.
Employee development techniques and practices including mentoring, coaching, and training methods.
Skills: In analyzing complex issues and situations; and recommending effective solutions.
In planning, organizing, directing, controlling, and supervising the work of others.

In performing, monitoring, and ensuring quality standards are met during the routine emergency, and technical work performed by employees.
In performing fire suppression and emergency medical activities, including administration of medical care at the Washington State EMT level.

Interpret and apply the intent and specifics in provisions of laws and regulatory provisions to particular conditions and determine a course of action.

Tactfully deal with subordinates, staff members, superiors, and the general public regarding program requirements, standards, achievements, and compliance.
Operate fire and emergency equipment, vehicles, radios and other emergency communications devices.

Exhibit good management skills; and possess the ability to successfully coordinate and work with others.
Operate various electronic/digital equipment and a personal computer with various software applications connected to a network system.
Motivate, encourage, and mentor subordinate employees.
Obtain and maintain certifications that may be required by the Department. ## Qualifying Education and Experience (Minimum Requirements) Combined training and experience which demonstrates that a person has obtained the required knowledge and is able to perform the work required. In the fire and medical emergency response profession, a person with the following combined training and experience would typically qualify to compete in the selection process for Battalion Chief: has completed 4 years as a company officer with the Bremerton Fire Department and has successfully completed Incident Safety Officer training and Fire Instructor 1 as of the posted closing date of this recruitment.
REQUIRED LICENSES AND CERTIFICATIONS
A valid Washington State driver's license is required and must be obtained prior to date of appointment or another date set by the City. Certificate of completed training in Emergency Vehicle Accident Prevention, Emergency Medical Technician Certification (on-going maintenance is required), Incident Safety Officer, and Fire Instructor 1. ## Examination Process and Required Documents Applicants can apply on-line athttp://www.ci.bremerton.wa.us/169/Current-Jobs,

The examination consists of two parts:
**Assessment Center: ** consisting of three (3) parts:
•Personnel issue or citizens complaint •Tactical scenario pertinent to the position •Oral interview resume review
Experience Rating: Each applicant shall receive .5 (1/2) point for each full two (2) years of employment with the Bremerton Fire Department based upon the date the written examination is conducted, up to a maximum of five (5) points. These points will only be added for those candidates that attain an overall score of 70% or greater.
Examination Scoring: Placement on the Civil Service register is determined by examination scores as follows:
Possible Points: Assessment Center - 100
An applicant must achieve a total score of seventy percent (70%) or more on the Assessment Center in order to be placed on the promotional register for the position of Battalion Chief.
The assessment center is scheduled for October 2, 20226 and will be held at the Training Consortium Office, located on the 2nd floor at 3027 Olympus, Bremerton, WA 98310. If the date or location of the assessment center changes, candidates will be notified accordingly.
Any applicant who wishes to appeal any part of an examination shall file an appeal in writing with the Civil Service Officer within five (5) working days (Civil Service Rule 9.23 A) following administration of the examination.

Appointment and Removal Authority: The position is filled by appointment by the Department Head. Removal is by action of the Department Head in conformance with Civil Service Rules.

Medical and Dental Insurance - Effective the first of the month following the date of hire, regular employees are eligible for the City's medical and dental insurance plans.
Currently, the City pays the premium for your choice of one of two health insurance plans, Kaiser Permanente or Premera Blue Cross administered by the LEOFF Health and Welfare Trust. To cover dependents you pay 10% of the dependent premium. Dependents may be added only when there is a change in family status, at annual open enrollment, or if you have a qualifying event (e.g. marriage, divorce, spouse loss of medical coverage). Detailed coverage and rate information is available from Human Resources.
The City provides a dental plan through Washington Dental Service for both you and your dependents at no cost to you. Dependents must be added when you are hired, within 30 days of birth or adoption, or at the annual open enrollment.
Disability & Life Insurance - The City pays each employee $50.00 per month toward the cost of Short Term Disability, Long Term Disability, and Life insurance. Life insurance is available through payroll deduction in amounts from $10,000 to $500,000. Your union representative will assist you with enrollment.
Medical Expense Reimbursement Plan - The City will contribute $55.00 per month to the WSCFF MERP for each eligible LEOFF II bargaining unit member, and the employee shall contribute $75.00 for a total of $130.00.
Retirement Medical Savings Accounts - The City will contribute the following amounts to a Health Reimbursement Arrangement (HRA) administrated through Peak 1 Administration: Employee only coverage – ($2,700 annually) $1,350.00 paid on the pay period ending January 15th and $1350.00 paid on the pay period ending July 15th.
Employee and dependents coverage - ($4,700.00 annually) $2,350.00 paid on the pay period ending January 15th and $2,350.00 paid on the pay period ending July 15th.
**Retirement - ** The City provides a comprehensive retirement program through the Law Enforcement Officers' and Fire Fighters' Retirement System (LEOFF). If you have an account established in LEOFF prior to October 1, 1977, Plan 1 would apply. Otherwise, you will be enrolled in Plan 2.
The LEOFF plans are defined benefit plans to be taken when you qualify for retirement. The amount of the benefit is determined by service credit and average final compensation with a minimum of 5 years service for vesting. See your plan booklet for further information.
Deferred Compensation - You may choose from several plans. The City will match your contribution up to 5.50% of your monthly pay rate. You may contribute with a minimum of $30 per month and a maximum annual combined (employer and employee) contribution of $24,500. See Union Contract for more detailed information.
