This is fire paramedic work supervising through subordinate fire paramedic lieutenants the activities of fire paramedics engaged in emergency medical assistance work. Directing city-wide fire paramedic operations is of major significance to the work. Work is performed under the general supervision of a higher level officer.

ELIGIBLE LIST: DEPARTMENTAL-ONLY PROMOTIONAL
Only a departmental promotional eligible list for the Philadelphia Fire Department will be established as a result of this examination.
Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.
PREFERENCE FOR PHILADELPHIA RESIDENTS:
Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other people receiving an identical test score.
To receive such preference, candidates must respond to the question regarding residence later in this form. The response on this application will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.
If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration.
MILITARY LEAVE Any candidate who intends to make a request to take the test on a date other than the scheduled test date because of military duty on that date must file a written request and attach proof of military duties (i.e., official orders) to Qadira Moore at qadira.moore@phila.gov.
FIRE PROMOTIONAL EDUCATIONAL POINTS
Effective May 21, 2018, for all Fire promotional examinations administered and eligible lists established after the issuance of the May 2018 Act 111 interest arbitration award, candidates who otherwise achieve eligibility for promotion to a higher rank and who have successfully completed a course of study in any major at an accredited college or university will have .50 points added to their final score if the highest degree received is an Associate’s Degree, 1.0 point added to their final score if the highest degree received is a Bachelor’s Degree, and 1.5 points added to their final score if the highest degree received is a Master’s Degree.
To receive these points, candidates MUST submit a copy of their official college transcripts which indicates the conference of a degree or have completed a minimum of sixty (60) credits that have been accepted toward the completion of a degree.

TIE-BREAKING PROCEDURE FOR UNIFORM FIRE PROMOTIONAL EXAMINATIONS
When two or more competitors have the same final average (including credits), and the examination parts are of equal weight, rank order among the tied competitors shall be determined by ranking their names:

CERTIFICATION RULE Rule of Five (5)
TEST REVIEW PROCESS : ORAL EXAMINATION In accordance with Civil Service Regulation 9.091B, candidates will have 30 days after the results have been mailed to review their test and to file appeals. In accordance with Civil Service Regulation 9.11, only candidates who have failed the oral examination mayappeal to the Civil Service Commission upon the grounds of irregularity, bias, or fraud in the conduct of the oral test. Issues related to the suitability or adequacy of point scores awarded to passers are not appealable to the Commission.Call 215-686-0880 if you wish to schedule a Test Review.
High School/GED
The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.Candidates must meet requirements by the date of the oral examination.
1.CIVIL SERVICE STATUS: Presently employed by the City of Philadelphia with permanent Civil Service status in the Philadelphia Fire Department with a performance rating of Satisfactory or higher.
AND
2. EDUCATION : Completion of an intensive training program conducted by the Fire Department in advance Life Support practices and techniques, especially in the mastery of established protocol for drug therapy and cardio-pulmonary and respiratory resuscitation techniques.
AND
3. SPECIFIC EXPERIENCE : Two years of current experience as a Fire Paramedic Lieutenant.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of certification as a Paramedic issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Fire Paramedic Captain.
Possession of a valid proper class motor vehicle operator's license issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Fire Paramedic Captain.
